Pretty sure it isn't a Nine Tiles prototype but what is it?

Yeah. They just wrote something.
It's just a person's personal created keyboard for a ZX81.

I agree with Martin.
The case is a Maplins jobby as is the keyboard, steel base internally for board mounting, alloy case with the black outer being plastic coated. I made many power amps using that same case and never found it obtainable elsewhere which would have been preferable given Maplins high prices.
Also every Sinclair prototype I have seen has been an open board with easy access to the innards not a cased complete ready to use computer with unnecessary descriptive decals on the front so no I would say this is someone's pet project.
