It is the sync circuit on the ZX8-CCB-SYNC, generating a valid screen when no video sync is available.
So during RUN in FAST mode or with ZX80.
I am experimenting with timings - so not sure if flickering can be really avoided.
Of course, showing the display contents is not possible with this simple circuit (no frame buffer).
But as for modern TVs who need a valid signal it will show the two small lines during automatic sync generation.
