Hi, you are after two parts of Altera/Intel Windows based software : 1/ Quartus II 13.0sp1 2/ MAX7000 library BUT, if the Altera that you have there is from one of cheap sources in China I would not be surprised if the JTAG is locked out and you would not be able to re-programme the chip with Altera...

Please accept my apology in regards of my JA Video Buffer board. I've never claimed that the circuit's design was mine. I did the PCB layout and clearly stated on the schematic diagram who should get credits for it.

Have a look around 40077 chip (ULA). I would not be surprised if some of soldering joints are cracked. It might be a good idea to re-flow the chip.

It is a very good idea I've got a silly question. All buffered lines have pull-ups. Do you want to keep them HIGH when they are nor used? In my understanding they should be LOW if they are not used/active.
