That is a Filesixty keyboard - basically a rubber mat similar to the original Spectrum which sticks on top of the original ZX81 membrane.

This is the earlier plastic buttoned, Need-Fingers-Like-Hercules to press successfully version, the buttons operated sprung plastic fingers which then pressed the zeddies own keyboard.
The later grey coloured Neoprene mat type was as you describe it a smaller version of the speccies keyboard mat with a cardboard style overlay, it was marginally better but after many key presses the buttons became weak at their flex points and tended to stick.
