I think you are looking at this at too deep a level. My interpretation is that the suggestion is for a range of different groups of 8 bit computer enthusiasts just use a common web site providing a framework with different forums for each group, different wiki sites, etc. etc...
By having a non-profit/ committee type organisation owning and running the site, you reduce the risk of loss compared to each 8 bit computer site being run by an individual.
What I'm not sure about, is how to sell such an idea to large successful existing sites.

As for selling such an idea to large successful existing sites - you only have to look at World of Spectrum and what happened to it when Martjin who originally ran it no longer had the time to maintain it - add to that the big increase in traffic caused by the launch of modern Spectrum clones which hit the media (Spectrum Vega, Vega+, Recreated Spectrum and Spectrum Next) all of which brought the website to its knees as there was no regular maintenance / monitoring, nor a pot of funds to pay for better hosting / bandwidth etc... The final nail in the coffin seems to be that the site has been taken on by someone with a vested commercial interest, who decided that the whole site needed re-writing, and 4 years later, it is now a forum which is hardly used, with many of the links within the huge database no longer working.....

Funny enough, when I wrote that, I was not thinking about WoS at all. I was actually thinking about StarDot, Atari-Forum (yes, I know it's not 8 bit), and CPCWiki forum (which although not that big, is very international).
Smaller sites include Memorum (Memotech MTX), and of course QL Forum.
I'm not really into the Commodore "scene", so don't know about that area.
There are of course various other privately run resource sites for all these computers. For example, the three small English language Sharp MZ sites that may be helped by being in a larger community site.
I don't think Lee @WoS would be favourable to joining a larger "project" given his lack of enthusiasm when members on WoS offered help with rebuilding WoS. Maybe some of the other ZX Spectrum sites may be open to the idea.
